EU: eGovernment "Vision" study launched

"The European Commission launches a “Vision” study focusing on the future of public eService delivery. The main objective of this “Vision” study is to explicitly look at transformational government beyond the 2010 time horizon of the current eGovernment Action Plan.

Due to the change in the expectations of the users (Government and the public sector), powerful and sophisticated ICT applications are implemented together with empowering and collaborative tools that may improve the delivery of those services. However, even though users wish their needs to be fully satisfied, at the same time they hesitate to continue providing their personal data fearing that in this manner, they may concede excessive access on their personal information.

It is also be noted that through ICT, eGovernment will be able to better organise its internal collaboration and access to information. Adjustments to governance structure, processes and mindsets are thought necessary to cope with the technology evolution in this sector. Those adjustments may affect and require a further change in technology, institutions and thinking in terms of service orientation and information assurance.

Leading thinkers and practitioners will be consulted, with the aim to better understand the impact of technology innovation and social change on the role of government, as well as on an analysis of today’s key trends in technology and governance.
